“Due to the growing number of removable structures “wooden houses” which have appeared in different parts of the municipality of Loulé, particularly in rural and forested areas. The Municipality of Loulé clarifies that their licensing is mandatory since they are subject to specific regimes in terms of spatial planning,” said a statement from the council in the Algarve.
Following the recommendations of the National Territory Commission to the municipalities - https://cnt.dgterritorio.gov.pt/sites/default/files/Recomendacao%201_2019_CNT_0.PDF -, the Municipality of Loulé has warned of the fact that all removable structures, as is the case with mobile homes, and similar structures, must comply with the prior control and territorial planning regimes.
“Within the framework of the Legal System for Urbanisation and Building, licensing for this type of building is mandatory given the existence of connection elements with local and general infrastructure (connection to water, sanitation, electricity, gas), which implies the permanent and lasting character of these structures, as well as the existence of incorporation into the soil, namely through pipes, which is why it is considered an urban operation, the execution of which is subject to the prior opinion of the City Council”, the statement reads.
The Municipality also states that it will only be possible to install a removable structure in this municipality if it is found that its use is in line with the land-use regimes established by the territorial plans and the Municipal Master Plan.
“This action is intended to raise awareness among all owners and future owners of this type of structure for its legalisation. This type of equipment proliferates not only in our municipality, but in other Algarve municipalities, so it is essential to regulate this situation to safeguard and enhance the territory against actions effecting the environment, the landscape and the heritage that human action on the land involves”, underlines the local authorities.
A clear and policy is urgently needed otherwise the Algarve will end up looking like one big gypsy camp.
Rustic land is just that and should not be built on by chancers hoping to get around the rules by installing what they actually intend to use as permanent structures.
If people want to build or live on land then they should buy urban plots.

Once again the Portuguese council wait for enough folks to fall in the net by allowing all these homes to go up,and then attack to start their famous culture of fining folks. Its a wonder they haven't started fining folks for having colvid without a license

It’s not illegal, to put a caravan, or moveable mobile structure, onto land you own. Land you bought.
if you bought land, you own it! If it’s rustic land, you cannot build on it,
But you can grow veg, plants, flowers, drill borehole, put u car or caravan, otherwise who would buy land if you can’t touch it?
There are thousands of people who cant afford villas, and Apts, and opt to buy some land, and live in caravan.
These other commenters want you to sleep in the street, because there ok,
I’m alright jack, I own a villa and pool.
These same people here are all for importing invaders into Portugal and Europe who never paid anything in taxes, and giving them free apts, homes, schools, healthcare, cash, there fine with this, but if you, a western European man or woman, dare to buy plot land, to be free from parasites who live off of rental income, then they want you to sleep in cardboard box under a bridge.

If you buy land you own it! Its private property, and at the least you can grow food, and stay there.

I may not agree with the comments in the statement by James (copy below) . That being said, I do respect his right to an opinion on this matter however I find his action of comparing the possible outcome of the situation with the perceptions of the living arrangements of a much maligned ethnic group offensive and am dismayed that this particular comment is allowed to remain on this site.

@ Karl Blore, there was no net. It was well known that these structures were illegal. Some owners of these "movable" houses were unfortunately deceived by the vendors of these houses. The majority I suspect, did not do their homework before buying, or were well aware of the rules and wilfully ignored them, hoping to get away with it. The results are the same, the owners can choose the difficult path of licensing or move the house to plots where they are allowed. Either way, your Portuguese lawyer will gladfully offer assistance.

When socialist college educated state employees talk about environment they DO not talk about what is best for citizens but what good in their educated elite minds about Planet view points. People can just suffer for the planet matters NOT people wellbeing. I agree with Paining and setup for health, forming nice places for PEOPLE but NOT for the Planet willing at the expense of Citizens base on Marxist/Socialist ideas that have been wrong for 60 years.
If these Educated in Planet environment existed before there would be NO great Portugal cities and it would of produce a lot of deaths. They want population control and they select who should live base on standards of elitism.
Be careful they will make living harder but if your rich and elite NO problem you live in the develop old section of city where you have wealth to be there and government is limiting NEW growth for hurts the environment. Bad ideas will hurt all of us NON elites for they come rich and the rest just hope.
