According to a decision by the Council of Ministers, the municipalities of Albufeira, Lisbon and Sesimbra are at very high risk, so the cultural facilities will have to close at 10:30pm and "outdoor events will have a decrease in capacity to be defined", by General Directorate of Health (DGS). The closing of cultural spaces at 10:30 pm will also be in force in the 25 municipalities at high risk: Alcochete, Almada, Amadora, Arruda dos Vinhos, Barreiro, Braga, Cascais, Grândola, Lagos, Loulé, Loures, Mafra, Moita, Montijo, Odemira, Odivelas, Oeiras, Palmela, Sardoal, Seixal, Setúbal, Sines, Sintra, Sobral de Monte Agraço and Vila Franca de Xira. In all these 28 municipalities, there was no difference in hours during the week and weekends.

The very high level of risk of transmissibility of Covid-19 identifies the municipalities that register, for the second consecutive evaluation, an incidence rate higher than 240 cases per 100,000 inhabitants in the last 14 days (or higher than 480 if they are municipalities with low population density ). The high risk level applies to municipalities that register, for the second consecutive assessment, an incidence rate above 120 cases per 100,000 inhabitants in the last 14 days (or above 240 if they are municipalities with low population density).

In the rest of the country's municipalities, cultural shows can take place until midnight and the concert halls can have a capacity of 50 percent. Outside the concert halls, events must have places marked and with rules defined by the DGS. The resolution of the Council of Ministers extends the situation of calamity throughout the continental national territory until 11:59pm on 11 July.
