At the basis of the decision to move forward is the fact that the task-force forecasts that in the next week the country will reach 85 percent of the population with complete vaccination against covid-19.
Digital certificate no longer required in restaurants and hotels
Restaurant and hotel clients will no longer have to present a vaccination certificate or negative test to covid-19.
So far, the digital certificate has been required for the consumption of meals inside restaurants, from Friday afternoon and on weekends, and also at the time of 'check-in' in hotels.
Masks
From 1 October, the mandatory use of masks is limited to public transport, supermarkets, nursing homes and hospitals, concert halls and large events.
In addition, the use of masks in school playgrounds is no longer mandatory and the General Directorate of Health will update the rules for prophylactic isolation in schools.
“As for the school year, the Council of Ministers took the decision to clarify that wear a mask is not mandatory in the outdoor spaces of schools, namely in the playgrounds”, said António Costa.
Bars and nightclubs
The night entertainment spaces, closed since March 2020 due to the covid-19 pandemic, may reopen as of 1 October, for clients with a digital certificate, announced the prime minister.
"With regard to bars and nightclubs, the step we are taking is huge. They are almost the only activities that, since the beginning of this pandemic, have been permanently closed. Because we all know that they imply a great proximity and interaction between people,” he said.
However, since 1 August, bars and other drinking establishments have been able to open as long as they comply with the rules applied to restaurants, without dancing spaces.
Cultural events
Cultural shows will no longer have a capacity limit as of 1 October, but a digital certificate will be required for "major cultural events", said António Costa.
At a press conference after the Council of Ministers meeting, António Costa explained that spectators will have to present a digital certificate for access to "major cultural events", but it will be up to the General Directorate of Health (DGS) to define which these events are.
Wearing masks in shows will be mandatory "whenever there is no distance of two meters between people".

Very strange this is allowed right before local elections. Most of the phase is good BUT, BIG MISTAKE not requiring masks INSIDE restaurants. People talk loud in restaurants after drinking and the tiny aerosol spray particles can travel 12 feet and hang in the air for 3 1/2 hours. The reason vaccinated people are getting "breakthrough" cases coming down with Delta is because the vaccine protection drops down to 60-40% after 4 1/2 to 5 months so you CAN get infected and be almost sick enough for 5 days to be hospitalized. Follow Israel scientists (The Israel Times) and France"s proof of vaccine or test to get in ANYWHERE or Portugal will be back to a bad place and be aware, you can get it through the eyes if not wearing eye protection. By the way, with the vaccine disseminating within 4 1/2 to 5 months to unsafe protection of only 40% get your booster shots as soon as Portugal discovers this. I kind of thought you were frontrunners but that's Israel scientists as they were the very first country to eliminate Covid 19 with their "Give a shot, get a shot" campaign where the government offered a shot of liquor if they got the vaccine. They did all the relevant testing that other countries including United States are 10 to now 11 weeks behind in science and bureaucracy in getting the 3rd vaccine (Boosters) in arms. Remember, it was an experiment and No One knew how long the vaccines would protect but Israel did the work and now everyone analyzing it agrees. Wear your masks and glasses inside and close to people; it's not over, read accounts around the world.

Masks do not limit aerosol particles, they limit moisture droplets. And influenza A and B and all of the different coronaviruses too have basically not been seen to have any meaningful transmission through droplets, but only through aerosols. So mask regulation, like is agreed by all quality studies done over it, has no effect on transmission at all, no matter how they are used. Only ventilation has an effect in addition to the biggest regulator of all which is the natural immunity in the population that fluctuates with the seasons particular to different parts of the world. There has been no increase in the normal fluctuation when measuring over all infections from all sources during the whole "pandemic" when comparing to previous years. So all of this frenzy has been due to panic and propaganda. And masks are clearly, scientifically proven to be, completely useless with regards to aerosol viral spread.
