Bruno Castro continued to explain the new rules due to the worsening epidemiological situation of Covid-19, mainly because of the new Ómicron variant, stressing that “all other procedures already in articulation will be reinforced, for this ultimate goal of not importing new transmission chains” of the SARS-CoV-2 virus.
“From 00:00, all citizens will have to present a test at the time of boarding. If this test is not presented, the passenger may not board and airlines will be subject to fines. There is also a recommendation to fill in the Passenger Locator Form for faster and more efficient action by the health authorities”, he declared.
In addition to airlines, which can incur a fine of between €20,000 and €40,000 per passenger, travellers are also subject to administrative offenses for not presenting a test upon arrival, which can range from €300 to €800.
Travelling to Portugal by plane, land or sea
From December 1st
Mandatory negative test for all flights arriving in Portugal, even for those who have a digital vaccination certificate, regardless of the point of origin of the flight or the passenger's nationality.
RT-PCR Test (or similar NAAT test) - 72h before boarding, or Rapid Antigen Test - 48h before boarding.
A valid EU Digital COVID Certificate, or a valid recovery certificate issued by a third country, under reciprocal conditions: Albania, Andorra, Switzerland, Faroe Islands, Israel, Iceland, Liechtenstein, Morocco, Monaco, North Macedonia, Norway, Panama, San Marino, Turkey, United Kingdom, Ukraine, The Vatican.
Children under 12 do not need to present a test.
All passengers need to fill a Passenger Locator Card (individually) before departure to Portugal or on board at https://portugalcleanandsafe.pt/en/passenger-locator-card

By strict reading of these rules, US residents cannot visit Portugal since they do not have a proper EU Vaccination certificate and are from a reciprocal country. The cardboard CDC cards are a bad joke - any 10-year-old could produce one.

I wonder if people still remember the sign above the entrance to the well known German camp, the vaccines did 2 or 3 injections give the receiver any freedoms promised by the Gov Wolf dressed in sheep clothes? Are injection 4 going to make anything better then number 3?

As a relative of holocaust victims I find the reference by "Magnus", commenting on your excellent article on the entry regulations (not even VACCINE regulations) in Portugal, where `Magnus" refers to "German camp signs" deeply offensive and request you REMOVE IT. To compare what my family suffered then with the polite Portuguese police and customs staff checking a test certificate is sick and depraved. I guess Magnus is really Vladimir writing from the east. Please refrain from this. Magnus: the article is NOT about vaccinations, grow up.

The most important thing not mentioned here is that entry into Portugal is only allowed for essential reasons, and strictly not for tourism.

Good old Magnus… there’s always one eh? So am I right in thinking you are comparing Portugal to Auschwitz or did I misconstrue? My confusion is regarding the Covid recover certificate. If you have one does that mean you don’t need a test before entering Portugal from the UK?

5 000 000 million people have died world wide because of covid 19. Now you new variants far more contagious and deadly. This is why the authorities have to screen people coming into Portugal. It's a matter of life or death.

These will allow you to check these specific measures with more confidence.
Because, coming from outside of EU you won’t have an oficial EU certificate but you can get in. Also, depending on your vaccine(s) and your country certificate, it could be recognized (or not) in Portugal. Regardless all of this, you will need - for sure - to show negative test at your arrival. If not, you can do rapid test at the airport (but it’s better to be negative otherwise you will have a fine)
Go to the official channels. Ask your travel/aircraft company. To be sure.

The new variants are far more contagious than covid 19, even if you got the 2 vaccines, you can still get sick and transmit the virus to other people. It's very serious, the authorities are responsible to keep the population safe. That's why they're checking everybody to make sure there's no transmission of the variants into Portugal.

Thank you Portugal News for not caving into the requests to take down Magnus's post. Although I may not agree with it, he has a right to his opinion, even if it offends some people. I am fed up with censorship, woke, cancel culture and critical race theory that has become ubiquitous throughout western society.
