According to the source, at 10:15, road traffic was prohibited on sections 11, 12 and 13, that is, Piornos/Torre Crossing, Torre/Torre Crossing and Torre/Lagoa Comprida Crossing.
The Instituto Português do Mar e da Atmosfera forecasts for today “snowfall at the highest points of Serra da Estrela starting in the morning, gradually lowering the quota to 1,000/1,200 metres of altitude and decreasing in frequency”.

Just last weekend, there were meteorology reports-right here- stating that during this past week they could forsee a rise in max temperatures in Lisbon up to 20 celsious degrees. I´ve been freezing my bum at home. Why the discrepancy between reality and their predictions, is it to lure tourists?? They´ll be disappointed, and shouldn´t be cheated either.
