The decision takes into account “the need to organise regular, safe and orderly migration flows, the fight against illegal migration and human trafficking associated with it, as well as the regulation and streamlining of conditions for the entry and stay of citizens in Portugal”, indicates the order.

The objectives of the group are to simplify processes related to visa applications to make their granting faster.

The working group should also propose measures to strengthen human resources in consular posts with the highest number of visa applications and assess “the need to place elements from SEF (Foreigners and Borders Service) and IEFP, I.P. (Instituto do Emprego e of Vocational Training), in the posts most subject to pressure”.

The order also mentions that the group's “mission” is “to establish a permanent communication channel between the entities, from the different government areas, involved in the visa processes”.
