At the Associação Portuguesa de Brasília, the Portuguese head of state is proud to see monarchical and current Portuguese flags in Brasília, the capital of Brazil. Marcelo Rebelo de Sousa believes that it is the way for Brazilians to show that they assume their history.

The Portuguese President claims that Brazil already existed before Pedro Álvares Cabral arrived there, however the arrival of the Portuguese changed the country, bringing benefits to Brazil, creating an eternal friendship between the two countries. In his speech, Marcelo Rebelo de Sousa praised the courage of D. Pedro IV when he proclaimed the independence of what became the Empire of Brazil, 200 years ago.

Marcelo Rebelo de Sousa also mentioned that Spain's presence in Central and South America had not resulted in a country as large and united as Portugal managed to make with Brazil, referring to the joint work between the Portuguese and Brazilians who "travelled many kilometres inland carrying the borders of the future state to where they are".

The Portuguese head of state also stated that "all of Brazil is basically Portuguese territory, and all of Portugal is Brazilian territory".
