Portugal has a housing crisis, low wages, high taxes, and an evaporating youth that are leaving to more prosperous countries.
It's a beautiful, but small, poor country on a downward trajectory should not be getting involved in a war it cannot afford. Portugal's contribution is insignificant, and literally did not change a thing, for the cost and risk of putting the country at odds with Russia. Terrible risk calculus.
